Please check the licensing information on any art you are interested in to determine the specifics of the license. If the CC license is not used, then all rights are reserved.
Note that if you use one of my tattoo designs for a tattoo, you obviously don't have to tattoo the copyright notice on you as well. However, if I see you and see the tattoo, I may walk up to you and say "I totally designed your tattoo," and you'll say, "No way!" and I'll say "I shit you not" and you'll be like, "Awesome."
